Retired Lt. Col. Francis Itabuka a man who superintended over then President Idi Amin Alemi's infamous intelligence agency, State Research Bureau, maintains that the agency did not commit the atrocities of which it is accused but it is only a victim of historians who are bent on tainting the image of the President, the late Idi Amin.
Government opened an investigation against Itabuka in 1987 and he spent close to two years in Luzira prison before he was released in 1988 without charge or trial.

He claims there was no single case of human rights abuse that could be brought against him from the time he served as director of State Research Bureau, between 1974 and 1977.
