Given how popular Yellowstone National Park is, it's unique to do a whole hike without seeing another soul, especially one with such a beautiful waterfall at the end. This hike is along the Cascade Creek, and you have to travel down a rather bumpy long dirt road, but you can camp just a couple miles away and enjoy free camping in the Targhee National Forest for up to 14 days.
