The Luggage Room requires you to have a view rating of 80 - 89% and to play on the Extra Mode after completing the whole game at least once.

To get at least 89% when starting a new game on the Extra Mode, you need to miss all of the move commands until the last dance sequence before the last 3 Morilians appear.

Sorry for the weird glitches on the background, even though the game runs perfectly, the emulator (PCSX20.9.8) seems to have some kind of issues with any kind of video scene.
I unfortunately couldn't find a way to resolve this.
