SEALS FRAUD PREVENTION SERVICES is a birth certificate verification company. After 9/11 the United States discovered its identification systems were being exploited by criminals, some of which sough to do harm to the United States. In response to this discovery, Congress passed the REAL ID ACT OF 2005. The REAL ID ACT mandates:
• anti forgery features be contained on the new ID cards,
• only an approved list of documents be accepted as proof of identity,
• proof of address,
• proof of social security number,
• proof of citizenship or immigration status,
• proof of legal name and date of birth (birth certificate),
• any documents submitted by ID applicants must be verified.

Diver’s license issuing authorities, in response to the REAL ID ACT OF 2005, developed new ID cards containing holograms and other features making them more difficult too forge. A system was developed to electronically (instantly) verify the social security number and citizenship status of a potential applicant, using their name and date of birth. Unfortunately, not one agency issuing ID has taken any steps to actually verify the authenticity of the most important document in the process, the Birth Certificate.

Each state and many jurisdictions in each state, issues their own official Birth Certificate. What this means is that there are more than 50 official Birth Certificate variations in circulation in the United States today. By some estimates, there are more than 1400 variations of Birth Certificates in circulation in the United States. Each time an ID applicant seeks to obtain a REAL ID, one of the many Birth Certificates must be presented as proof of identity. Unfortunately, without SEALS, there is virtually no real time way to verify any given Birth Certificate’s authenticity.

Birth Certificates are still old school. No imbedded chips, glow in the dark watermarks or holograms. Most Birth Certificates are printed on copy protected paper and imprinted with an embossed seal of the issuing authority. Unfortunately, all these features can be easily forged. Both copy protected paper and embossers can be purchased on the internet for less than $50. What this means for REAL ID 2005 is that REAL IDs are being issued based upon the same flawed, unverified, most important identity document, the Birth Certificate.

There is no other organization, today, that can help organizations issuing real IDs comply with the mandates of the REAL ID ACT OF 2005.
