UPC presidential candidate Olara Otunnu released in the public domain a written testimony by an American associate Professor of Christian Ethics at the University of Notre Dame in the United States, Todd David Whitmore, who claims that President Museveni hatched a plan in 1986 to cause genocide in Northern Uganda and to eliminate the Acholi ethnic group.
