"The Ho'ble Supreme Court in Jyothi's case (supra) held that if the higher qualification is obtained in the same faculty, that can be considered. Here, it is not in same faculty. Acceptance of the higher qualification when the qualification prescribed is the basic qualification for getting the higher qualification is legally permissible. But, ITI Certificate in Surveyor Trade is not the basic qualification for getting admission to diploma or degree course in Civil Engineering. Therefore, holding of diploma or degree in Civil Engineering will not presuppose the acquisition of ITI Certificate in Surveyor Trade......

After considering all the above matters, the Committee has decided to make the following recommendation.

1. ITI Trade Certificate is a purely skill-based qualification. ITI Trade Certificate is not an essential qualification for obtaining Diploma/B.Tech/BE qualifications. So Diploma/B.Tech/BE qualifications cannot be considered as higher qualification for ITI Trade Certificate



been issued creating that the trade certificate prescribed as basis for appointment cannot be equated with other degree, diploma and course certificates or T courses cannot be said to be superior qualification of ITI degree certificate.
