Behind the Scenes of Xi Jinping’s Visit to Tibet: The Leaders, the Dam, and Beijing’s Bigger Tibet Strategy

On 20 August 2025, Xi Jinping made a rare visit to Lhasa, his first since 2021, to mark the 60th founding anniversary of the so-called “Tibet Autonomous Region” (TAR). The highly choreographed and symbolic visit has drawn significant attention — not only for where he went and where he didn’t, but also for who accompanied him and who did not.
We sat down with Kunga Tashi, keen China watcher from Office of Tibet, Washington D.C. to delve deep into Xi’s second visit to Tibet, the leaders who followed in his footsteps, their visit to the Yarlung Tsangpo River dam, and what these movements reveal about Beijing’s evolving strategy in Tibet.
