A #Knowsley Council 'Enforcement' Officer entered onto private premises after he had seen a pensioner allegedly drop a cigarette stump (also on that private property) and he then escorted the OAP off those private premises in order to issue him with a fine for 'dropping litter'

Bystanders intervened in defence of the OAP. and sent the Enforcement Officer and the pensioner on their way.

PLEASE NOTE: Do not leave litter in #Huyton or anywhere else.

If you pick up your litter, then you have NOT committed an offence.

Section 87 of Environmental Protection Act 1990 states, "A person is guilty of an offence if he throws down, drops or otherwise deposits any litter in any place to which this section applies and LEAVES IT"

Government guidance also states that "offenders should be given the chance to pick up litter before you issue an FPN. Warn them that you will issue an FPN if they don’t."
