The Comptroller and Auditor General (CAG) recently released a detailed audit of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), which is one of India’s biggest government schemes aimed at training young people and helping them find jobs. The audit looked closely at how the scheme was implemented over several years.

According to the report, there were serious problems with how data was recorded and maintained. Many beneficiary records had missing or incorrect details, and there were cases where training centres were shown as active on the portal even though they were closed in reality. These kinds of issues raised doubts about the reliability of the scheme’s monitoring and documentation.

Another major concern highlighted was that only a relatively small portion of those trained under PMKVY actually ended up getting jobs. This raised questions about whether the training programmes were well-aligned with real job opportunities and whether the outcomes justified the investment.

The CAG also pointed to weak oversight and monitoring, gaps in how funds were used, and a lack of strong links between training content and the needs of industries. Because PMKVY is a flagship programme that the government often cites as a success story, these findings have attracted criticism from analysts, opposition parties, and members of the public.

Critics say the report shows that the scheme has structural flaws that need to be fixed, including improving data quality, strengthening monitoring systems, and ensuring that training genuinely leads to employment. The discussion now is about how to address these issues to make future skill-development efforts more effective.
