The German Council of Economic Experts’ Annual Report 2022/23: Managing the energy crisis in solidarity, shaping the new reality

In Spring 2022, Russia initiated a war of aggression against Ukraine, and its consequences pose major economic challenges for Europe, and especially Germany. Energy prices have continued to rise sharply since the start of the war. The substantial reduction in Russian natural gas supplies in the summer of 2022 has exacerbated the energy crisis and fuelled inflation, after it was already elevated in 2021. This is placing a massive burden on households and companies and significantly clouds the economic outlook. To make matters worse, the negative economic consequences of the coronavirus pandemic have not yet been fully overcome and supply chain disruptions persist. Together with noticeable shortages of skilled workers in certain occupations, all of these factors are slowing the economic recovery.

Speakers:

Niklas Garnadt - Since May 2022, Niklas Garnadt is Secretary General of the German Council of Economic Experts. He joined the scientific staff of the GCEE as economist for macroeconomics in April 2019 and became Deputy Secretary General in April 2021. Prior he was a PhD student at the University of Mannheim, including an academic stay at Yale University in New Haven. In his dissertation he studies the interdependencies between firm creation and the macroeconomic environment. Between 2009 and 2013 he studied Economics at the University of Munich, the University of British Columbia in Vancouver and the Barcelona Graduate School of Economics. His research focusses on understanding the relationship between firm level decisions and the macroeconomic environment.

Christian Keller - Christian Keller is a Managing Director and Head of Economics Research at Barclays, leading a global team covering both Developed and Emerging Markets. Mr. Keller is based in London and joined Barclays in 2007 from the International Monetary Fund (IMF) where he had worked since 1999. Based at the IMF headquarters in Washington D.C., Mr. Keller worked on IMF programs with Emerging Market economies in Europe, Latin America and Asia, and served as the IMF’s Resident Representative in Turkey from 2005-7. Mr. Keller graduated with a PhD in Economics from University of Köln, Germany, and holds a joined-MA in Economics and Finance from University of Köln and HEC, Paris.


Mar Reguant - Mar Reguant is a professor at Northwestern University. She is concurrently a research affiliate at the Centre for Economic Policy Research (CEPR) and a research associate at the National Bureau of Economic Research (NBER). Before her current position, she was an assistant professor at the Stanford Graduate School of Business (2011-2015). She received her Ph.D. in Economics from the Massachusetts Institute of Technology in 2011. Her research interests focus on energy economics, emphasizing electricity and the pollution associated with electricity generation. She has published numerous papers in academic journals, including the American Economic Review, Review of Economic Studies, and Journal of Politicial Economy. She has presented in various seminars and is a recipient of the 2016 Sloan Research Fellowship and the 2017 Sabadell Prize, among other honors.
