[Secretary John Kerry:] China and the United States have entered
into a series of partnerships.

[TEXT: John Kerry, United States Secretary of State]
00:00:06.750,00:00:08.833
[Kerry:] The EcoPartnerships is one program.

00:00:10.792,00:00:13.167
[Devinder Mahajan:] The idea is to have institutions from both
countries
00:00:13.167,00:00:17.375
collaborate and try to address energy and environment issues.
00:00:17.375,00:00:21.792
The program is overseen by the United States Department
of State and
00:00:21.792,00:00:25.208
the National Development and Reform Commission China.
00:00:25.208,00:00:30.125
The technical work is done at the institutions like
universities, private sector
00:00:30.125,00:00:33.542
or even at the state or the municipality level.

[TEXT: Zhao Yimin, Head of the Yangtze Fishery Committee,
Mississippi-Yangtze EcoPartnership]
00:00:35.583,00:00:37.667
[Zhao Yimin:] It can be said that this type of partnership
00:00:37.667,00:00:40.375
has built a new bridge between the government
00:00:40.375,00:00:42.708
and the nongovernment [partners]
00:00:42.708,00:00:45.875
and has provided a type of model of cooperation
00:00:45.875,00:00:48.917
between the two, worthy to be emulated.
00:00:48.917,00:00:53.250
[Mahajan:] Since the project started, there are
30 ecopartners.
00:00:53.250,00:00:56.125
[Fred Krupp:] One example is the Shenzhen EcoPartnership.

00:00:58.792,00:01:02.000
[Krupp:] The objective is to take cars and taxis,
buses and trucks,
00:01:02.000,00:01:04.667
and incorporate them in an emissions trading system
00:01:04.667,00:01:07.625
which is designed to put a cap on emissions,
00:01:07.625,00:01:09.583
[TEXT: Emissions Cap]
00:01:09.583,00:01:12.958
which they have done in Shenzhen and other places in China,
00:01:12.958,00:01:17.708
and then figure out how do you meet those controlled levels of
carbon
00:01:17.708,00:01:21.958
and reduce levels of carbon in the most economically efficient way,
00:01:21.958,00:01:27.125
so allow everybody to participate in the hunt for carbon reductions.
00:01:27.125,00:01:30.250
[Kerry:] We have the Shanghai transportation division
00:01:30.250,00:01:33.417
partnering with the Los Angeles port authority to find a way
00:01:33.417,00:01:36.792
to reduce the emissions of ships when they’re in port,
00:01:36.792,00:01:41.875
so we can have a major reduction in emissions as a result of just
that kind of small effort.
00:01:41.875,00:01:45.833
[Mahajan:] These are small projects but could have a major,
major impact
00:01:45.833,00:01:48.292
on the climate change issues.
00:01:48.292,00:01:51.333
[Krupp:] By problem solving together, by working together,
00:01:51.333,00:01:55.083
we’re coming up with answers that hopefully will be helpful in China
00:01:55.083,00:02:02.250
and I hope will be helpful in the United States and other places
around the world as well.
