ITANAGAR, Jan 12: The Arunachal Pradesh State Commission for Protection of Child Rights (APSCPCR) has sought a comprehensive anti-bullying and anti-ragging legislation, proposed to be named the ‘Hero Act’, to curb bullying, ragging, and institutional neglect in schools, especially residential and boarding institutions across Arunachal Pradesh.

The proposal comes in the wake of the tragic death of 12-year-old Tadu Haro, a student of Sainik School, Niglok, in East Siang district, who died on November 1 last year. The child was allegedly driven to death due to persistent bullying by fellow students, raising serious concerns over child safety and institutional accountability.

Led by Chairperson Ratan Anya, members of APSCPCR submitted a special report to Education Minister PD Sona, highlighting the findings of an independent statutory inquiry into the incident. The inquiry examined child rights violations, institutional lapses, and systemic deficiencies affecting the safety and wellbeing of children in residential schools.

The commission stated that the report was submitted under strict confidentiality, in compliance with the Juvenile Justice (Care and Protection of Children) Act, 2015, due to the sensitive nature of the case and the involvement of minors.

APSCPCR emphasized the urgent need for preventive, administrative, and policy-level measures to ensure the dignity, safety, and mental wellbeing of children residing in boarding institutions. The commission also pointed out gaps in existing safeguards and their enforcement.

Education Minister PD Sona assured the commission that the state government is committed to enacting the proposed legislation at the earliest in the Legislative Assembly.

Additionally, APSCPCR recommended that 1 November be observed as ‘Hero Day’, to be marked annually as an anti-ragging and child safety awareness day, aimed at promoting awareness, sensitisation, and collective responsibility against bullying and violence against children.
