In eastern Democratic Republic of Congo’s Rubaya region, the M23 rebel group is turning mineral wealth into military strength. Since seizing control in April 2024, M23 has taken over one of the world’s most valuable coltan mining hubs—producing about 15% of the global supply used in electronics and aerospace industries.

By imposing a 15% levy on sales, the rebels collect an estimated \$375,000 to \$450,000 monthly—funding their insurgency and tightening their grip on the region. These revenues not only finance weapons and logistics but also enable the exploitation of miners, many working in hazardous or forced conditions.

Global powers, including the U.S. and Qatar, are pushing for peace talks and sanctions to halt the trade. But as long as Rubaya’s coltan flows, the fight is as much about resources as it is about control and justice.
