I was able to successfully avenge another player's (KawaiiGlitter420) death at Scotthoh Farm in East Anglia after eliminating all enemies at the location and waiting in the menu for approximately 5-10 minutes afterward. As shown in the video, a body nearby then gained the "interact" prompt and an avenge quest became available.

The "Hall of the Slain" Ubisoft Connect challenge requires players to avenge the deaths of ten fellow players, and this can be done by completing ten of the avenge quests shown in this video.
