Consideration of Approval of Agreement with Healthy Minds Policy Initiative for Phase 4 of the Mental Health System Assessment for the City of Edmond; $175,000.00. (ARPA Funds; Citywide)
Background
The City Council approved an agreement on July 12, 2021 with Healthy Minds Policy Initiative to conduct a mental health system assessment of the Edmond community and approved Phase 3, January 9, 2023.

Phases 1 and 2 of the initiative generated attention of the issue of mental health and provided direction in the form of a set of best-practice recommendations most needed in the community. Phase 3 helped organize community partners into actionable and ready teams that have identified specific routes for implementing these ideas. To take advantage of the growing capacity and momentum in Edmond generated from the first phases of the initiative, Healthy Minds proposes the City support the technical assistance necessary to successfully complete the next phase — implementation, evaluation, and sustainability. Like the initial phases, Healthy Minds will coordinate and facilitate a sequence of activities using a multi-year, community-based process to see through successful implementation.
This item has been reviewed by the City Attorney's office as to form and legality.

Phase 4 will guide and support local leaders and partners with community mental health improvements by providing an experienced team of subject matter experts who will:
• Source funding and partnerships for needed services
• Support implementation
• Evaluate and report outcomes

The first three phases were funded through American Rescue Plan Act (ARPA) funds. Phase 4 was not originally included in the allocation for the mental health needs assessment, but there are sufficient ARPA funds remaining to fund phase 4.
