Landfills order what they call “Fluff”, to use for covering garbage. At the end of the day, all garbage has to be covered because of environmental laws and it’s more cost effective to use fluff than to dig dirt from somewhere else in the landfill and haul it to the area that’s being filled in at the moment. Basically less time spent by the workers and less time spent with the machinery which means less fuel and maintenance.

Fluff is a by product of recycling cars at scrap yards. When the cars are crushed, the foam/plastic/rubber/and such gets separated from the ground up material and is stored in a separate area from the metals. Fluff is not hazardous, and produces no gases like garbage will. Fluff is biodegradable and efficiently covers the top layer of garbage at the end of the day so that none is visible and the lawyers are pleased 👌
