In this episode of theSITREP, Paul discusses how VA payments, to Veterans and Dependents, may be changing for those receiving paper checks. According to the Notice of Proposed Rule Making (NPRM) [link below], mentioned in this episode, is about Agencies getting waivers for certain types of payments they certify/distribute and tightening those rules. The use of Electronic Fund Transfer (EFT) for federal payments has been a mandate/law since the Debt Collection Improvement Act of 1996. The rules for individuals wanting a waiver from EFT is not changing. An individual can only request a waiver from EFT in one of the following conditions: (1) the check recipient is an individual to whom electronic payment would impose a hardship due to mental impairment, (2) the check recipient lives in a remote geographic location lacking the infrastructure to support electronic financial transactions, or (3) the check recipient was born on or before May 1, 1921. Waivers are only granted by the Department of Treasury. VA can not grant a waiver from the EFT law.
