Historic specifications are often copied and continually reused. These specifications were developed long ago when there was not as much knowledge about our materials and practices. Because of this the specifications had to be very rigid and tell the contractor every detail of what needed to be done. It is common to specify the materials to be used, how they will be used, and when it will be done. These specifications can be so rigid that they don’t allow for innovation.
Modern materials and construction techniques can allow great improvements in concrete construction. These practices can save money and improve the durability of a structure. However, the owner has to allow for these innovations. One way to do this is to tell the contractor what performance that they want and how it will be measured. This allows the contractor to be much more innovative and provide amazing opportunities. This is done through performance based specifications.
This video introduces both prescriptive and performance based specifications and the benefits of each.
