This video demonstrates how to populate player made towns. It's a step-by-step guide using the modding tool and the in-game editor.

Written Instructions: (You will need the video to fill in some details, but this can help you keep track of the steps if something goes wrong)
Open the modding tool.
Create a new mod.
Select that mod only, and do not deselect any the main game files.

Create a new character.
Create a new squad and add the new character into it.
Duplicate a bar owner squad.
Duplicate a mercenary squad.

Create a new town.
Create a new faction for the town.

Give squads their building designations
Give squads the interior and exterior layouts of their owned buildings.

Create a tester character with good stats.
Create a new squad and add this tester character into it.
Create a new game start and add the tester squad to it.
Add the new town as the starting town for the tester squad.

Save the mod.

Run the game with the new mod only.
Choose the tester squad.

Find a location for your town.
Press SHIFT + F12

-- Place the town new marker on the location you want it on.
Place a storm house and a snail house within the town radius.

Deselect "Buildings" and press on the door of the building to edit it.
Select Interior Edit Mode.
Give the buildings their correct interior and exterior set in the editor. One for the bar and one for the residential building.
Save the interior and exterior to those buildings.

Click on the empty box on the top right and select the mod you want the buildings to be saved to.
Click Save Mod.

Restart the game, start a new game with the same tester start.
Now the tester start should spawn into the new town.
The town should now be populated with civilians, a barkeep, and a mercenary squad you can hire that resides in the bar.
