The National Rural Livelihoods Project was first launched in India’s 100 most backward districts in 2012. Primarily aiming at poverty reduction and livelihoods promotion for women. Over time the program has been scaled up across the country as the National Rural Livelihoods Mission or DAY-NRLM.

NRLM is unique because it operates through Self-Help Groups or SHGs. Unlike previous livelihoods programmes, the membership of SHGs consists entirely of women. These groups enhance women’s access to formal credit, promote savings, financial services and facilitate livelihoods activities.

To understand the effectiveness of the NRLP over the last few years, 3ie worked with the Ministry of Rural Development, the World Bank and the Bill and Melinda Gates Foundation to conduct the first large-scale evaluation of the programme.
