Lena Rikkilä, Regional Director for International IDEA's Asia and Pacific Office makes the closing remarks at the Myanmar Roadmap to Federal Democracy Forum.

She says, "I think what I'm left with from this conversation is is the sense of hope and the sense of determination by the Myanmar democratic actors. Determination, which is really accompanied by a very concrete plan roadmap toward federal democracy and peace in Myanmar.

So my only take away from this discussion is that the Federal Democracy Charter is indeed a historical document providing to date the best opportunity to deal not only with the needed, much needed constitutional changes in future constitution, but also with longstanding historical grievances between different groups and people. I think, as it was mentioned, never before there has been such a firm commitment to democracy, citizens rights, gender equality, minority rights, and federal principles."

Ms Rikkilä observes that the Federal Democracy Charter is the start in a longer process towards final constitution, that necessitates more discussions as the situation evolves.

Next steps would be widely disseminating the FDC and explain what it has to offer to the people of Myanmar. Make it known in different languages, in easy to understand, accessible manner, making use of social media to engage in discussions and debates with people on the ground.

Rikkilä acknowledges, "The process needs to stay open. There are new emerging actors there growing from below and wanting to have their voices and demands heard. And also that the citizens now must be reassured that the interim institutions have an actual strategy as well to achieve this goal while striving to provide as many services as possible to the people in the interim period."

Rikkilä encourages international assistance providers to get fully on board with this opportunity to reconstitute Myanmar in the ways the people of Myanmar have been demanding since the Spring Revolution and for much longer.

She says, "Now there is indeed a plan how to get there. And if there is to be a negotiated settlement as a way out, let those conditions to be determined by the legitimate political actors and people. They should not be dictated by the military."

The Myanmar Roadmap to Federal Democracy Forum was held on 29 September 2022 at Old Parliament House, Canberra, Australia.

Professor Mark Kenny from Australian National University, Australian Studies Institute and Director of the National Press Club moderated the panel discussion and Q&A session.

Panel discussants were Dr Marcus Brand, Head of Programme Myanmar, International Institute for Democracy and Electoral Assistance (International IDEA), and H.E. Dr. Lian Hmung Sakhong, Union Minister of the Federal Union Affairs Ministry, National Unity Government and H.E. Thein Oo Union Minister of Justice Ministry, National Unity Government who joined via Zoom.

Co-hosted by National Unity Government of Myanmar (NUG), Myanmar Campaign Network (MCN), and the International Institute for Democracy and Electoral Assistance (International IDEA), this event gives essential insight into the constitutional and political developments in Myanmar, and the challenges and opportunities for federal democracy.
