"This video captures the address of Vice Chancellor Prof. Dr. P. Nagabhushan Sir during the Board of Management (BOM) Meeting held on 26th August 2023, which also marked the First Executive Council Meeting at Vignan’s University following the changes introduced under the UGC Act.
In his address, Sir clearly explained the structural transition from the Board of Management (BOM) to the Executive Council, emphasising that this change is not merely a renaming exercise, but a fundamental shift in governance philosophy. He highlighted that the Executive Council is envisioned as a strong advisory body, designed to ensure smooth, transparent, and effective execution of academic, administrative, and strategic decisions across the university.
Prof. Nagabhushan Sir elaborated on the roles and responsibilities of the Executive Council, stating that:
The Executive Council provides visionary guidance rather than micromanagement
It ensures that institutional decisions align with national educational policies and UGC norms
It acts as a stabilising force that helps the university grow with clarity, accountability, and purpose
He emphasised that governance in a university must be collective, consultative, and value-driven, where decisions are taken not for short-term outcomes, but for long-term academic excellence and societal impact.
Sir also spoke about the importance of advisory wisdom, noting that an institution grows stronger when experienced members share insights drawn from diverse academic, administrative, and professional backgrounds. He expressed deep appreciation and gratitude to all the honourable members of the Executive Council for their thoughtful observations, constructive suggestions, and commitment to the university’s progress.
In a reflective tone, he mentioned that true governance is not about authority, but about responsibility, and that the Executive Council must function as a body that enables the university ecosystem to perform efficiently, ethically, and harmoniously.
He concluded his address by formally honouring and acknowledging the contributions of the Board/Executive Council members, recognising their role in shaping policies that will guide Vignan’s University toward sustained growth, academic integrity, and national relevance.
