Community Facilities District, or CFDs, are better known as Mello-Roos. Special districts are established by local governments in California as a means of obtaining additional public funding.

Mello-Roos are a separate charge on a property tax bill in addition to the 1% property tax rate allowed by Proposition 13. Mello-Roos fees are normally established at the request of a major developer to finance the necessary public facilities to serve the new development. These funds are used exclusively to pay for public facilities such as police and fire departments, schools, parks, roads, libraries, and more.

Most newer homes in California, especially ones built past the year 2000, can be subject to Mello-Roos. Keep in mind that a home may have more than one. For example, if you buy a condo you might be subject to a greater master plan CFD in addition to one for the actual condo community.

If you’re buying a property or representing someone purchasing a property that is subject to Mello-Roos, here are some things to consider:
•Acquire Documentation – You want to know what the funding is for.
• Know the expiration date of the Mello-Roos – Mello-Roos can last anywhere from 20 to 40 years, or even longer!
• Sometimes Mello-Roos can be paid off sooner.
• Some newer communities will not have Mello-Roos, because the developer may have paid for it up front.
