ASCAP is a non-profit organization that acts as an intermediary between music users and copyright holders. Its role is basically to supervise, collect, and pass on royalties due to the owners of the works.

Performance royalties are the fees music users pay when music is performed publicly. Music played over the radio, in a restaurant or bar, or over a service like Spotify or Pandora is considered a public performance and these royalties are paid to songwriters and producers through their PRO or performing rights organization.
