So I, like I imagined a lot of people did, walked into the first Leviathan fight with a substandard team and expected to walk all over it, just like every other esper fight since Ramuh, or so(with the notable exception of Bahamut). To my surprise, 1-Star Levi would not be one-shot, and actually put up a pretty solid fight. So once I beat him, I geared up a proper team for his 2-Star fight, which turned out to be totally warranted.

2-Star Leviathan hits hard with a combination of aoe magic attacks and both aoe and single target physical attacks, so you need to keep his offensive stats broken at all times. Since you can't cover physical and magic aoe attacks simultaneously, I chose to let my team eat the physical aoes and brought Chow to take the magic ones, because he's a good boy.

Leviathan uses Waterga, Blizzaga, and what looks like a wind attack, so I geared up Chow to be as resistant as possible to all three elements, with priority on Water because Leviathan likes to apply a water imperil before using his big attacks, so it helped to build beyond 100% resistance. With that setup he ended up being extremely resilient to just about everything Leviathan could throw at him, and with Wilhelm eating all the physical attacks I ended up not needing too much healing. Probably could have dropped Ayaka entirely and brought a bard or something, since Chow brings his own respectable white magic.

Any element on your chainers is fine besides Water, obviously, which Leviathan's immune to. I went with lightning weapons and a friend Sakura,because Leviathan's already weak to lightning, and Sakura packs lightning spells, a respectable support kit, and a lightning imperil to make his weakness even moreso. Once I had a team figured out, it pretty much just came down to keeping an eye on his breaks.
