STORYLINE:

Japan pledged US$3 billion in new aid to Southeast Asia and promised to work with the region to bolster security ties, liberalize trade and create a broad "economic partnership" as a two-day summit concluded on Friday.

The summit, proposed by Prime Minister Junichiro Koizumi during a tour of the 10-member Association of Southeast Asian Nations last year, underscored Tokyo's growing concern that it is being overshadowed by the increasing economic clout of China.

Koizumi announced the aid in a joint declaration released on the final day of the summit, being held at Tokyo's state guest house. An advance outline of the document was obtained by The Associated Press.

"Economic ties between ASEAN and Japan are demanded by the times," Koizumi said. "We must also strengthen regional cooperation on terrorism, piracy, human trafficking and other cross-border issues to make peace and security in the region more certain."


Half of Japan's total aid pledge or US$1.5 billion will go toward developing an area along the Mekong River, while the other half will be split among ASEAN members.

The Mekong and its tributaries flow through Thailand, Cambodia, Laos, Vietnam and Myanmar.




Beijing signed the document last month.
