Why do Chad and Romania have the same Flag?

Why do four countries - Chad, Romania, Moldova, and Andorra all have the same flag?

Despite being some of the least alike nations on the planet, Romania and Chad have one thing in common: their flags are exactly the same. So how did this coincidence come to be. Why was blue, yellow, red so popular? And why did two OTHER nations also choose this flag design? What does it have to do with the French?
