If you try to edit an Adobe file with Adobe Pro DC and receive an error message saying "this XFA form can't be edited", you have to save the file as EPs (encapsulated PostScript) format.

Then you open the files again and convert them.

Here are the exact steps.
If you try to edit your PDF, it doesn’t work; you get a message: “This XFA form cannot be edited using Adobe Acrobat.”

Step 1. You need to save this PDF in a different format — go to File — Save As eps (encapsulated PostScript) — select that option under Format at the bottom of the Save As box. This will convert all the pages into Page.eps pages.

Step 2. The .eps forms can’t be double-clicked to open. You have to go to Adobe — click Open — find the .eps files. They will be grayed out, so select “Show” All Files. Now they may still be grayed out, but now you can double-click on them to open them. If you get a massage, “Are you sure this file is a trustworthy source, and you want to convert it?” Say Yes

Step 3. Now you can edit the PDF and save it again as a PDF.
