Making an Enola Holmes inspired Cipher Wheel

Hello again dearies! Okay, hear me out, latest obsession: Enola Holmes. It combines most of my loves all in one and I knew as soon as I saw that cipher wheel, just like seeing an attractive person on the other side of a crowded room, I had to make it mine. Also, before you start, cutting out perfect circles is hard!
