Russian Defence Minister Andrei Belousov held a series of meetings on security in the Belgorod region against the background of the Ukrainian Kursk incursion, in Moscow on Thursday. Footage shows Belousov participating in a meeting with Belgorod region governor Vyacheslav Gladkov, Deputy Defence Ministers Andrei Bulyga and Alexei Krivoruchko, as well as representatives of the presidential administration. "Today we are holding a regular meeting on ensuring the territorial integrity, protection of the population and infrastructure of the border constituent entities of the Russian Federation as part of this meeting today, focusing on the Belgorod region. We will hear a plan of concrete actions that the General Staff has prepared on additional measures. This is primarily about improving the efficiency of the troop management system in co-operation with other security agencies and the administration of the Belgorod region, identifying responsible officials, and allocating additional forces and means that will be sent to carry out the main tasks. I will personally supervise the implementation of the submitted plan," Belousov said. Intensive shelling of the region began at the end of May 2023. Moscow launched a military offensive in Ukraine in late February 2022 after recognising the independence of the Donetsk and Lugansk People's Republics (DPR and LPR), claiming that Kiev had failed to guarantee their special status under the 2014 Minsk Agreements, and urging Ukraine to declare itself officially neutral and give assurances that it would never join NATO. Kiev denounced the Russian action as an invasion.
