STORYLINE
Anti-poverty non-governmental organisation ActionAid staged a protest in Brussels on Thursday to urge European Union leaders to act against climate change, ahead of a two-day EU summit.
European Union leaders open a difficult summit on Thursday, facing an east-west rift over who should pay most to entice developing nations to sign up to a new global climate change pact.
They will also hold a first debate on who should fill the newly created post of EU president and other top jobs.
Protesters calling themselves ' climates debt agents' gathered in front of the European Union Council building, dressed in red and holding banners that read: "EU pay your climate debt".
Farah Kabir, ActionAid's Bangladesh director said that about 90 (m) million people were going to become "climate refugees".
"The climate crisis is happening right now, as we speak, so we need some action. We can not put it off for 2020," she told reporters on Thursday.
Summit chairman Fredrik Reinfeldt, the Swedish prime minister, appealed to his EU counterparts to compromise on offering a climate aid figure, which he said was key to breaking the deadlock in international negotiations before the December climate summit in Copenhagen.
The European Commission has recommended EU nations pay up to 15 (b) billion euro (22.18 (b) billion US dollar) a year to developing nations.
Aid and environmental groups, however, say Europe should be prepared to pay 35 (b) billion euro (23.7 (b) billion US dollar) a year by 2020.
Negotiations between EU governments on how to fund such aid collapsed last week as finance ministers disagreed over how to share the costs.
Poland and other poorer eastern EU member states are demanding richer, older states like Germany and France pay substantially more.
They argue that amid the financial crisis they can ill afford to fork over (m) millions and are blaming older members, that have polluted more over past years, who they say should give more.
Warsaw demands a deal that will link national contributions to past responsibility for adding carbon dioxide to the atmosphere.
The disagreement has meant EU governments have postponed a plan to put a figure on their aid, delays that threaten to scuttle a deal at the UN Copenhagen summit.
