On a quest to rescue his friend Sonic from Dr. Robotnik, Tails did not have the courage to move forward and ran out of time, leaving his friend trapped inside a cell forever. Tails can do nothing more except mourn over the loss of his friend.

I like to imagine this takes place during sonic forces or after since sonic gets inprisoned in that game, anyway.
