북한, 尹계엄령•탄핵 사태 첫 보도… "괴뢰한국 땅 아비규환"
Welcome to Within The Frame, where we bring today's most pressing issues across the globe, I'm Kim Mok-yeon.
In a significant development, North Korea’s state media has for the first time reported on the ongoing political turmoil in South Korea, including President Yoon Suk Yeol’s brief declaration of martial law, and the opposition’s push for his impeachment.
North Korean outlets, referring to the incident as "shocking," accused Yoon of causing nationwide chaos, describing his actions as being those of a "fascist dictatorship" that wreaked havoc across South Korea.
The reports detailed the December 3rd martial law declaration, its rapid revocation, and the dismissal of an impeachment motion last Saturday.
It also highlighted large civic rallies demanding Yoon’s impeachment.
The North Korean media framed the incident as exposing the vulnerabilities within South Korean society and warned that Yoon’s political future may be in jeopardy.
For more on this, we invite our go-to North Korea expert, Go Myong-hyun, senior research fellow at the Institute for National Security Strategy in the studio with us. Welcome Dr. Go
Also joining us is Bruce Klingner, senior research fellow at The Heritage Foundation. Great to have you Dr. Klinger.
(Go) 1. North Korean media, has finally reported on the situation in South Korea, for the first time in seven days.
Dr. Go, what could be the reason for North Korea's prolonged silence? And what do you read into the regime, reporting the incident in a very detailed manner?
(Klingner) 2. Professor Klinger, How do you think North Korea is interpreting the declaration of a state of emergency in South Korea and the resulting political turmoil, especially with President Yoon mentioning the need to eradicate "pro-North anti-state forces" during his martial law declaration speech?
(Klingner) 3. Some analysts suggest that the prolonged political instability in South Korea could be advantageous to North Korea. What is your view on this?
(Klingner) 4. U.S. Secretary of Defense Lloyd Austin has stated that he does not see a heightened risk of North Korean provocations at the moment. However, given the current political instability in South Korea, is there a risk that North Korea might take advantage of the situation to escalate tensions on the peninsula?
(Go) 5. Dr. Go, Given the ongoing political turmoil in South Korea, and the absence of a defense minister, how would you assess the country's ability to maintain a coherent defense strategy in the event of a North Korean escalation?
(Go) 6. The trilateral high-level talks between South Korea-the U.S.-and Japan on North Korea’s nuclear program took place as scheduled on the 9th, though the situation in Seoul caused a delay of the U.S.-South Korea Nuclear Consultative Group (NCG) meeting and the visit of U.S. Defense Secretary Austin.
What do you think this implies? What topics were discussed in the trilateral meeting?
(Klinger) 7. Professor Klinger, U.S. Secretary of Defense Lloyd Austin emphasized that the South Korea-U.S. defense cooperation remains strong. However, if South Korea's political turmoil continues for a prolonged period, do you think it could affect the South Korea-U.S. alliance or the trilateral alliance between South Korea, the U.S. and Japan?
(Go) 8. World nations, including China has been closely monitoring the impeachment situation in South Korea. While the Chinese government has refrained from making official comment, various analyses have been made regarding the potential impact on South Korea-China relations. What is your outlook Dr. Go?
(Go) 9. In light of South Korea’s political turmoil, what measures should the South Korean government take to ensure stability on the Korean Peninsula and in the broader Northeast Asian region?
(Klingner) 10. Meanwhile, North Korea has announced that it will convene a plenary session of the Workers' Party Central Committee by the end of the year. Professor Klinger, What do you think will be discussed at this meeting?
(Go) 11. Dr. Go, North Korea has also announced that it will hold a Supreme People's Assembly session on January 22, two days after the inauguration of U.S. President Trump.
Given the timing, there is speculation that North Korea may have a message for the incoming Trump administration?
We'll have to leave our discussion right here, many thanks to Professor Klinger and Dr.Go, we appreciate it.
