It’s in the National Park area.
Specifically inside the Ranger Station that is southeast of the Monastery, near the Mountain Shelter Safe Zone / Tower.
The garage door of this Ranger Station has “DON’T OPEN DEAD INSIDE” written on it, which is part of a Walking Dead easter egg.

Go to the Ranger Station near Mountain Shelter Tower.
To open the garage door, you need to power up a generator. Inside a container to the right of the station, there’s a generator you can turn on.
Grab a power cable from the generator area.
Exit the container via its hatch, and connect the power cable to the power box/fuse box beside the garage door (on the Ranger Station).
When the garage door lifts (slowly), waves of infected / Virals will appear. Defeat them.
Once the door is open, enter through the garage. Go to the left door inside, which is locked, and pick the lock.
On a table inside that locked room you’ll find The Needle SMG.
