1 in 1000 Chance to Encounter This Shadow Lugia! As Rare as a Hundo! - Pokemon GO

Shadow Lugia is in raids for the first time ever in Pokemon GO. I went around with a group of trainers in Madrid, Spain, to do as many raids as we could, and I was able to get one of the rarest Lugia after doing a handful of raids.
