India’s ethanol blending programme is being projected as a major policy success, with the government claiming 20 percent ethanol blending in petrol.
However, recent data from the US Energy Information Administration reveals a different picture.
Between January and September 2025, India imported over 3.5 million barrels of fuel ethanol from the United States, the highest ever for this period. This volume has already crossed the total ethanol imports of 2022 and 2023 combined.
While the government states that imported ethanol is not used for petrol blending, it is diverted for industrial use, allowing domestic ethanol to be reserved for blending targets. This raises important questions about ethanol policy, import dependency, and the real meaning of self-reliance.
