Report of Marriage is optional but if you opt to change your name using your husband's surname and if you want to obtain a new passport using your married name, then it is a must as it will be one of the requirements you need to provide. This is for two Filipinos or a Filipino and a Foreigner who got married in another country or outside the Philippines.
