Heltec V3 and KY-040 Encoder

Heltec V3 and KY-040 Encoder.
A friend of the channel asks about using the KY-040 Encoder with the Heltec WiFi LoRa 32 V3 development board. For me, the effort is spent on finding the best library in the Arduino IDE for this module. Most of the libraries are for specific models of hardware. I find one that makes no mention of specific models of hardware.
