In order to unlock this ability, you need either the Pull or Singularity skill from the Biotic skill tree to suspend enemies in mid air.

Then you need either Concussive Shot from Combat tree, Lance from Biotic tree, or Incinerate from the Tech tree. Each skill can be bought for 1 point.

Once you have the abilities. Go hit 25 enemies by using Pull or Singularity to lift them from the ground, and then following that with either Concussive shot, Lance, or Incinerate.
