This film is about Section 118 of the Himachal Pradesh Tenancy and Land Reforms Act, the rule that stops outsiders from buying agricultural land in Himachal.
It was created by Dr Y.S. Parmar, the state’s first Chief Minister, to protect small farmers, prevent distress sales, and keep our fragile hills safe from corporate greed.

Today, there’s talk of “simplifying” this law. But simplifying for whom?
For the farmer — or for the builder?
