Rotating pattern pieces separately for projection, colorblocking and whatnot. I use GIMP, a free raster editor for Linux, Windows and Mac. This is preliminary tutorial for adding colorblocking lines width seam allowances in Gimp.

I work with A0 file here. It can be an original A0 with all layers visible or a file after printing to PDF with a handful of layers, it doesn't matter. Import with your usual resolution.
One of the legs of the pattern is upside down and we want it rotated. Use Rectangle Select Tool (R) to pull a rectangle around the piece, it should cover all the lines. Ctrl C to copy and I paste it a little differently here, Edit/Paste as/New layer.
Hems of the legs are now not aligned. I pull the guide from the ruler on the top and drop it on the hem of the second leg. Then with Move tool (M) active I used arrow keys with Shift and without to align the rotated leg hem along the guide.
Scroll up and you'll see that the piece is cropped now. Add space for it with Image/Canvas size. Add some 500px to the height and then pull the preview picture down.
Now the transparent background is showing. Add a new layer and in the dialogue choose White. Pull it down in the Layers palette to be the lowest layer.
I add another layer between the original pattern and the rotatet leg, a transparent one. Make rectangular selections and fill them with white on that layer where the extra lines are showing underneath. If extra lines are on the rotated layer, fill them with white there.
There is Edit/Fill with FG color, you can use Bucket Fill tool (Shift B) but I tend to just pull the foreground color square to selection and drop it there. Whatever works.
Now we have two pattern pieces with waistline on the top and hemline at the bottom and can export them to PDF if that's the result we wanted. File/Export as, choose PDF or type the *.pdf extension for the filename.
If you are going to work with this pattern further it's prudent to save it as *.xcf, a native Gimp format.
