We go one-on-one with the new Illinois Senate Republican Leader, Sen Dan McConchie. In the wake of a crumbling state budget and weakened economy, McConchie has a plan to fix Illinois' economy. And he is not letting the Democratic Party House and Senate large supra-majorities intimidate him.
McConchie, a 6th year State Senator from Hawthorn Woods, representing a District about 20 miles north of the Chicago Loop, outlines to show host Jeff Berkowitz a bold reform agenda.
McConchie argues that without fundamental restructuring of the State’s $ 300 billion in pension liabilities and the city and village pension liabilities of another $100 billion around the State, IL has no chance for a viable economic future.
First and foremost, IL must amend its Constitution to allow the State legislature to cut pension and healthcare benefits for its employees and retirees. Then it must persuade the Feds to give IL the power to file for bankruptcy. And, the IL legislature must give the State’s cities and villages the power to file for bankruptcy.
After those powers are acquired, IL and its cities must persuade their employees, retirees and creditors to negotiate with them a substantial reduction in their claims on their government. If not, IL's creditors might fare even worse in bankruptcy court. But if this plan is successful, IL taxes will go down and IL should be rewarded with new in-migration of people and jobs.
If property taxes are to decline, the State must repeal the power of fire, police and teachers’ union to strike. After that, the municipalities must negotiate much more favorable contracts with their unions, especially their teachers’ unions, so they can lower their costs and then property taxes-- and start attracting businesses, jobs and employee talent back to the state.
On the Covid front, Senate GOP minority leader-designate McConchie argues it is safe to open schools and to send employees under aged 60 back to work, which along with vaccines should fuel a re-birth in the Illinois economy.
McConchie also argues school choice can provide much more competition from which IL education consumers can choose, lowering in the long haul, the cost of education, one of the main drivers in the IL budget.
McConchie argues against the Black House caucus proposal to eliminate managed care, which McConchie says would increase, not cut, healthcare costs.
In short, Senate GOP leader designate McConchie has a reform plan, which if successful would provide an abundance of jobs, new skill workers and businesses for IL. Will the Republican Party and Democratic party leadership give him a chance to get it off the ground?
