Three decades after manual scavenging was banned in India, the casteist, inhuman and officially 'non-existent' practice is still prevalant in parts of India. Why? While Akhilesh argues that the definition of manual scavenging needs to be extrapolated to include community toilet cleaners and #sanitationworkers who pick up biohazardous waste from hospitals, Wilson claims that the authorities have undercounted manual scavengers.
