One sign of trouble: the share of Russian companies planning layoffs has nearly doubled over the first half of 2025 compared to early in the year — from about 6.9% in January to roughly 11.5% by July.

A lot of the layoffs aren’t always loud — companies are using less dramatic measures (reduced hours, shorter workweeks, unpaid leave) instead of mass firings, likely trying to avoid big social backlash.
