There is a generic problem on all games on windows 11 also nvidia drivers above 540.x break vsync even more so I rolled back. Anyway this game suffers from that too and in some areas like the end of time hub you are better of disabling vsync and using the ingame fps limiter, it's not as smooth as when vsync works but it's for sure better than looking like 10fps
