To get the Pack-A-Punch unlocked on Into the Storm in the United Front DLC all you need to do is go to these 3 generators with lightbulbs and get about 10 kills in front of them until they turn off. The light bulbs only turn on every other round after another is finished so the earliest you can unlock pack a punch is on round 7. Here are the 3 locations where you need to get 10 zombie kills when the light bulbs are green. After you fill up all 3 locations with zombie souls the pack a punch is available inside the wind mill.
