Fixing Hoenn's Rivals

It's our first look into "fixing" the rivals from a Pokemon game. This time we're taking a look at the Hoenn rivals, or specifically the Wally & May battles from Pokemon Emerald.
I love gen 3 but I think one of its weakest points are how undercooked the rivals are, let's toughen them up!
