How to Start the Civil War in Rome Total War // Guide

Before now, nobody knew the exact requirement of how to Start he Civil War in Rome Total War.

But now, after many many Hours of trial and error, I have found the answer. It is simpler than some suggested, yet also more complex.

Here is my guide:
Step 1: Take the Required amount of Settlement for your Roman faction (See Below).
Step 2: Make Sure the settlements are all happy. If a settlement rebels and damages the government (upgrade) building, then it does not count to the overall settlement count.
Step 3: End Turn (may need to do it again for it to register).

Julii: 28 - can also be 27
Scipii: 25
Brutii: 22
