To lower the settlement size in Fallout 4, you can use the following methods:
1.Drop all of your junk in the Workshop area and scrap it from the ground (see video)
2.Drop traditional handheld weapons and armor from your inventory onto the ground in Workshop Mode, then place them into the settlement's Workbench1.
3.Instead of scrapping weapons and armor at the benches, drop them on the ground in your desired settlement, then go into build mode and start scrapping2.
4.Place single guns (no stacks) of weapons into your workbench, which will help reduce the settlement size meter3.
