The no buffs part refers to things such as consumables, the Wonderous Physic and spells such as Golden Vow.

Aside from the phase transition which you have to pre-emptively dodge away from otherwise you'll not be able to get away in time this fight isn't too bad; it was certainly easier than Messmer or Rellana though in the case of Rellana it may be because I used a really horrible setup for that fight and if I ever revisit that fight with a more optimal setup maybe I'll feel differently about it but for now I'm going to say this boss was easier than those two.
